NPC: An indigent scavenger
Long Desc: A hungry troglodyte's ribs show through his skin.

The strangeness in the sky has made all sorts of unusual things happen, the
least unusual of which is non-native plants sprouting within the Sigil
Underground.  This indigent fellow desperately wants to cross the
treacherous sahuagin passage, but can't afford the fee.  He stops every
passerby he sees, attempting to find anyone who might be willing to trade
him gold for the herbs he picked out of the ground, until he can afford to
continue his journey.
He is a troglodyte approximately 7'1" tall.
