NPC: An Althaman enforcer
Long Desc: A large minotaur is here, enforcing the laws of Althaman.

This minotaur is something like a police officer in Althaman.  He does not
have the authority to assault lawbreakers, but he is empowered to stand in
their way if they are doing something inappropriate.  Althaman has few laws
outside of the standard rules for a polite society, but their citizenship
status is something they are proud of and take very seriously.
He is a minotaur approximately 6'10" tall.
