NPC: The rancher overseer
Long Desc: The overseer of the ranchers is here giving orders and supervising the cattle yards.

The distribution of labor is a very important task, especially in a field
where the lives of animals are on the line.  Making sure all the needs of
the livestock are attended to is the overseer's main job, in addition to
ensuring filthy ranchers wash off before heading back into town.
He is a minotaur approximately 6'10" tall.
